This study aims to construct a model for developing the service industry in the direction of a circular economy based on analyzing the experience of several countries that have successfully implemented this model. To achieve this objective, the study employs a qualitative research method, combining descriptive analysis and thematic analysis techniques to extract, synthesize, and systematize data from secondary documents. The research results propose a model comprising five groups of foundational and guiding factors in developing the service industry according to the circular economy: (1) Foundational starting factors; (2) Input resource factors; (3) Change capacity; (4) Institutions; and (5) Motivations for action. These factors play a crucial role in guiding countries to implement the circular economy in order to achieve sustainable economic development.
