Abstract

Facing the impact of the 4.0 industrial revolution, universities are now applying many digital technologies in management and
administration to promote scientific research and apply new teaching methods. In Vietnam, digital transformation in education
is one of priority sectors in the national digital transformation process. However, the process of implementing digital transformation in university education has many issues that need to be discussed Digital transformation in education and training is applied in 3 main ways: (1) Applying technology in management; (2) Applying technology in teaching methods, (3) Applying technology infrastructure transformation to keep up with development trends. In 2023, Academy of Policy and Development build a digital transformation plan until 2025, with a vision to 2030. To successfully implement digital transformation in higher education, Academy of Policy and Development needs to synchronize many solution. The article focuses on clarifying theoretical issues about digital transformation in university education, thereby providing some
recommendations for Academy of Policy and Development in the digital transformation process in the near future.
