               In the context of Vietnam continuing to perfect its socialist-oriented market economy, promoting national digital transformation, and streamlining the administrative apparatus to enhance the effectiveness and efficiency of state management, bidding activities face significant pressure regarding transparency, accountability, and optimization of public resources. In this context, the investor, as the organization directly involved in the contractor selection process and the first line of defense, plays a crucial role in ensuring the legality, competitiveness, and economic efficiency of bidding. This study aims to systematize a theoretical framework for risk management in bidding; help identify the main risk groups of investors; and propose risk management solutions, applying data analysis for early warning and enhancing the capacity and accountability of investors in line with the requirements of reform and digital transformation in Vietnam today.
