Abstract

The SME Development Fund was established to provide financial support to innovative start-ups, SMEs participating in industrial clusters, and those integrated into value chains. Initial results show that the Fund has implemented financial support programs through the commercial banking system; however, its operations still face several challenges. Based on an analysis of the experiences of South Korea, Taiwan, and China, the paper proposes several policy recommendations for the Fund’s financial support programs to promote innovation activities among SMEs in Vietnam. These recommendations focus on policy design and operational mechanisms to ensure the Fund’s effectiveness in supporting SMEs in innovation
