This study employs qualitative research methods to examine the role of culture in Vietnam’s 10-year Socio-Economic Development Strategy for the period 2021–2030. The analysis provides an in-depth interpretation of Vietnam’s cultural development orientation and reveals that culture is conceptualized simultaneously as both a means and a goal of the development process. As a means of development, culture is positioned alongside key development inputs such as human resources, capital, and infrastructure, innovation, natural resources, and regional advantages. As a development goal, culture is explicitly recognized as an integral component of the fourth pillar of sustainable development, complementing the economic, social, and environmental dimensions. This dual conceptualization moves beyond the traditional view that treats culture primarily as a “spiritual” realm or an auxiliary element to economic growth.
