In the context of Vietnam implementing administrative reform towards streamlining the state apparatus, policies for cadres and civil servants need to be adjusted to ensure organizational efficiency and maintain the quality of public human resources. Based on the theoretical framework of public human resource management, public service motivation, organizational justice and organizational commitment, this study proposes and tests a theoretical model consisting of three groups of variables: human resource policies, organizational perceptions and behavioral outcomes of civil servants. Survey data from 300 civil servants in localities implementing staff streamlining were analyzed using PLS-SEM. The results show that training, evaluation, promotion and empowerment policies have a positive impact on the perception of fairness, public service motivation, satisfaction and intention to stay of civil servants. The research model affirms the central role of human resource management in the success of administrative reform. On that basis, the study proposes some specific policy implications to improve the effectiveness of administrative reform implementation in Vietnam.
