This study uses qualitative research methods to examine the role of culture in Vietnam's 10-year Socio-Economic Development Strategy 2021 - 2030. The research results provide in-depth discoveries about Vietnam's cultural development perspectives. In general, Vietnam considers culture both as a means and a goal of development process. As a means for development, culture is placed on par with human resources, capital/infrastructure, innovation, natural resources, and regional advantages. As a development goal, culture is considered a component of the fourth pillar of sustainable development.
