Toward Intelligent University Governance: Integrating Artificial Intelligence, Data, and Digital Knowledge Services at the Academy of Policy and Development
Abstract: In the context of Vietnam’s education system actively implementing Resolution No. 71-NQ/TW on breakthroughs in education and training development, reforming the university governance model at the Academy of Policy and Development has become increasingly necessary. This need has become even more pressing as the labor market is undergoing rapid changes driven by artificial intelligence (AI) and automation. With the strategic orientation of developing degree programs in economics and business that are closely integrated with AI, the Academy needs not only to renew its curricula but also to redesign its governance model toward a more intelligent, integrated, and data-driven approach. Functions such as academic administration, scientific research management, quality assurance, resource management, digital library development, and academic support services need to be interconnected within a unified ecosystem. Within this ecosystem, AI serves as a foundational capability for decision support, process optimization, and innovation promotion. This paper presents a proposed direction for developing the i-AI Framework as an integrated digital knowledge service system that the Academy of Policy and Development should pursue to enhance decision-making quality, optimize resource utilization, and create greater value for learners and other stakeholders.
